Why to hack a thing that already has been hacked?
People have so little understanding of government IT. Very few Linux desktops exist. Where they exist, they are for very special cases. More often, a user would remote in from a Windows box. Updates and license key validation hit internal servers, not Microsoft. You don't get reboots. It is actually pretty secure because it gets locked down.
It's probably only for presentations, and not connected to the outside world.
