The White House claims the bill will reduce the deficit by $1.6 trillion in savings through spending cuts; the rest of the cost of the tax cuts in the bill is “paid” through assumed economic growth, according to Russ Vought, Acting Director of the Consumer Financial Protection Bureau. Vought says that “House fiscal hawks” stated that anything beyond $2.5 trillion had to be paid for through savings achieved through reform, which the Big Beautiful Bill has satisfied and even exceeded by almost $100 billion. 

The Bipartisan Policy Center states that the bill does cut spending mostly through cuts in Medicaid, SNAP, and student loans, but it also increases spending in other areas, such as ICE, and overall reduces tax revenue by trillions. And the Tax Foundation contests the claims that economic growth would cover the difference between spending cuts and tax revenue loss, projecting a $1.7-trillion deficit increase even with GDP growth through the bill.

However, the Congressional Budget Office claims the bill will reduce the deficit by $400 billion. According to Finance Committee Chairman Mike Crapo, a Republican, and the Council of Economic Advisers, economic growth will further increase revenues, together equalling a $4.5-trillion reduction.

Ultimately, this appears to come down to a disagreement on just how much economic growth the bill will cause. What is not contested is that the bill itself is massively expensive due to its tax cuts. The loss to revenue and increase in the deficit is clear — what is not clear is if that money will be ultimately earned back through other means.
